Very short cartoon to be made.

I need someone to draw a cartoon character that looks a bit like the (UK) news reporter, Trevor McDonald.
He would be sat behind a news desk with a TV in the top right corner that would display the relevant stories.
It would be very similar to scenes that have the news reporter, Kent Brockman in, in the Simpsons.
Beforehand, I would write a short and hopefully humorous script, with the idea of making fun mostly out of celebrities.
I will do the voices for the main character and any others.
It will be no more than 4 minutes long.
It will contain adult humour, and my aim is to post it on Youtube once completed.
I have never used this sight before and I only have a budget of £100. But if done well I will be seeking to have more work done for me.
