Verifone Secura chip and pin card reader integration in VB

We need a developer to help integrate a Verifone Secura chip and pin card reader with our PC based equipment. We are planning on using the Secura UPT (and then switching to the UX later in the year). We have a detailed API specification for both our machine and for the Verifone machine. We would prefer a VB developer, though C# isn't out of the question. We're looking for someone who has proven experience integrating PC applications with chip and pin readers. We would also prefer a UK based developer because of he need to physically test the software with the hardware.
