Verification that our website idea does not involve betting

We are looking to start up a website which involves the opportunity for people to make/lose money. We are confident that what we are offering is not gaming, a lottery, or a financial service. We have also deduced that our service is not betting, but given the rather vague legislation in the Gambling Act 2005 regarding this matter ("betting...is a bet..."), we require a straightforward check as to whether our deductions have been sound. If the fee you quote to us is acceptable, we would just send you 2 documents (1 outlining the idea, 1 outlining why we believe it is not betting) which you would need to read through, and then ideally you would get back to us as soon as possible via email/phone call/meeting.
