Vector animation for mobile game

I need a vector animation created for a game tutorial series I am working on. The game is a side-scrolling platform and will need a background, some basic tiles for the floor and a tile for a hazard. The game character will need to have a walk animation.

Requirements

- Background image (sky, clouds)
- Character with walk animation
- Floor tile
- Hazard tile
- Ruby gem to collect
