Urgent Wordpress Menu Design - Needs to look like other site

Urgently need someone for immediate start to make transform the menu on this site: http://www.wethertex.co.uk/

to look like the menu on this site: http://www.energysavingtrust.org.uk/

except that instead of the different colours - just use blue.

I need to be able to take the title from the current top level menu categories - but if possible - have space in the WP admin to be able to edit the info under the title.

Also needs to be full width.

Need someone to start immediately. ASAP.
