UPDATED: Membership website: payments, account dashboard, member file management

Create website for members to make subscription payments, purchase additional services, view current dashboard, upload files, manage file packages, edit uploaded text files, basic photo editor, schedule services.

Back end: schedule file transfers, validate file packages, compress file package, "iphone emulator" (display HTML files from members in iphone graphic)

We're building a website to support content delivery for a mobile device.
The content the members upload will be HTML/CSS websites. validated by the server before acceptance.
The content will be region specific.
Members can purchase space in 30+ regions.

The member will log in to manage their content. Once content has been uploaded & scheduled, the server will transfer the files to the appropriate folder, based on region & Member category

Member can purchase membership time, set up a subscription payment, purchase special services, upload file packages, save multiple packages, schedule file package transfers, & manage entire account from 1-2 pages.

Design will be handled after function is complete. Site modules should be fully tagged for CSS layouts

I'm open to using pre-existing membership software, such as AMember, Simple Member Pro, Wish List, etc.
Especially if you feel this will speed up development, as well as handling payment gateways and security.
If you don't agree, let me know why you think your security & payment options are better.
