University project - Advice please

Hey, I know this is an unusal request but as part of my degree program i have been asked to come up with a business idea and make a business case and financial forcast for it. From the financial part i have no idea and was hoping somebody would be able to help me with some rough costs or just a basic idea on how much it would cost to pay somebody to create a website with a database linked to it.
the business idea is to have a database with images and small descriptions in it, and then on the website customers would be able to upload a photo with a small description and the database would be searched for matches, close matches and similar items. the project would involve - website, database link and some sort of image recognition software.
Really hope someone can help with me this even if it a very vague idea. would be greatly appriciated
