Twitter functionality with # management

I am looking to create some software or code which will allow me to set up code on a web page where It will automatically place photos with a # tag taken by twitter users to appear on a web page and a map showing where the photos were taken.

For example if was organising an event, I would decide on a specifi has tag such as #redbullracing. When someone is at the event and takes a photo with that particular hashtag the photo will automatically appear on the web page and a map showing where the photo was takes.

Ideally I would like some sort of controll panel which will give me the authority to display or not display the photo on the websie.
