XML to text for website weather pages

We are looking for a competent web programmer to produce a web page that pulls selected weather data from an XML file and displays it in the required format on a web page.
The website is hosted on a windows server, so an active server pages solution would be possible - although any robust solution would be acceptable.
The XML file contains data for 30 different areas and the intention is that the page produced can be replicated to provide a dedicated weather page for each area.
It should be noted that two sets of the data need to be transformed into an image request (for example the wind direction is provided in degrees, but a graphic should be shown on the web page).
The XML file, graphics and a web page template will be supplied. The developer will need their own web server to carry the development work.
