Work tracker with screen shots program

I need a worker tracker made. It will be alot like the one elance.com uses but it needs an editable trigger feature.

It will be hosted on my godaddy account. Either windows or linux is ok. (if it is easier to create it as a program that they download to their desktop that is fine too, but all photos and hours will be uploaded to my server)

Admin user will be able to add and edit users as well as view their work history

My employees that work from home will sign onto the tracker \"www.JerrysWorkTracker.com\" and it will immediately start tracking their time and taking screen shots of their computer until they log off. the user should be able to minimize the screen so they dont see it. (and also be able to presss CTRL P to hide and show it)

the admin will then sign in and view their hours like below

Monday 12/1/2010: 2.6
Tuesday 12/2/2010: 5.2
Wednesday 12/3/2010: 1
Thursday 12/4/2010: 0
Friday 12/5/2010: 6
Total 14.8

the admin will be able to click each day to see the screen shots for that day. he will also be able to edit the minute intervals for how often the screen shots are taken per user. some users it will be taken every minute and other users every 5 minutes.

this is a simple project all it needs is image capture and directly upload on ftp.
