Wordpress site clean up/tidy and banner added

Description of every page/module: Hi there, We have/had a decent wordpress template installed and the site was running just fine (full content added to it etc) until my firewall at work was blocking one of the css files and in a panic i've tried to install other templates to fix the issue... nothing worked (css file was blocked and i had no idea). So basically, i've turned a perfectly functional wordpress site into a mess ;-)

All content is there. I want to update the template, add a new banner (jpgs etc will be provided) and make things look good.
Description of requirements/features: We require a word press guru, someone to guide us on a very brief template discussion/selection and then, on selection you install the template and add the custom banner etc. Any tiny details/polishing may be requested. This job will be an hourly job and i don't expect it to go beyond 2 hours to get things back in working order and then possible more polishing after that.
