We are looking for a developer to work with our designers to create a simple yet effective website.
The site in it's simplest format will contain a rectangular content area central in the browser surrounded by a background image. A header image will float above. The top of the rectangular content area will contain a brief description about the website and some simple directions to users.
Visitors, referred to as users, will be able to add their picture to the gallery which will full the remaining space in the rectangle. Extra pages will be created when more content is added allowing users to continue posting new images. Images will of course be limited in size (both physical resolution and data).
The principal is to make a website much like:

The major differences from the above are:
- Written content is above the images rather than below
- An add photo button is added
Depending on budget we would either prefer that users will scroll over images to reveal a pop-up like box containing 3 separate lines of information that will accompany the images. Or if that causes problems that the information is displayed in a list under each image tiled as above.
We can get some mocks together although I feel that it's a fairly simple project for an experienced WordPress enthusiast so I'm looking for developers who will be able to offer suggestions and improvements to our original idea.
This is a project we are very serious about delivering to a high standard and have allocated budget accordingly.
The site must be built in a way that allows for it to be replicated/graphically modified by background image, header logo and text content.
WordPress will be used so that we can monitor images using the CMS capability, install other instances and enhance with future developments.
