Wordpress expert

I'm working on website project with the idea of allowing people to vote for their local celebrities, and give the ability to show daily ranking for each celebrity, also there should be a possibility to show a graph of an aggregate view of popularity over time ( using google chart tools http://code.google.com/apis/chart/ ). I can provide a final design of my imagination, so I just want some one to code it for me and make it as plugin for Wordpress
