Wordpress customization.

Hello,
I'm looking for someone to help me to finish my website.
I try to explain what I need. The website is a wordpress blog, I bought a theme that useful for my purpose but I need to edit a section/page.

Under the "REVIEWS" page, I would like that users (registered)* could upload their own images, videos or link (shorts-video, showreels, images etc) so that others users can comment it and give a "rating" to the video/images. 
Those who uploaded the videos should fill out a form with a job description and general info about the video/images. Bfore the video/images became visible it need be approved by the administrator. 

*The Registered User, should have a (sub)page with all details/profile (who are they, kind of work/school etc) and this profile page should be show what they uploaded on the "review" page.
