Wordpress 3.0.1 skin, admin area modification

We are a small website/application development team based in Auckland, New Zealand. We want to try outsourcing overseas for the first time for one of our Wordpress project currently about 80% in progress.

All design files will be provided. We need a developer to tweak the Wordpress 3.0.1 itself(including the admin area), create some widgets, update css/html for custom skin files according to the design, and modify some commercial themes that we use (namely, ClassiPress and PageLine Platform). We also have other experienced Wordpress programmers on board, who will assist if help is needed time to time.
