Website Required For Start up Business Venture

Hello, To tell you where i stand; I have recently had a very unique business idea which i have been researching and i would now like to put into practice. The business is completely internet orientated so i therefore require a fully working website which i would be able to edit and make changes on a frequent basis. To my knowledge that is called a CMS (Content Management System).

The website i would say is quite a basic one but would involve some skill to meet my requirements, I would preferably really like it to stand out from the crowd and have its own unique feel to it, Ive sourced an example website which i would like it to look like, same colors, logo style etc but completely different content and text layout, this can be found at (http://tutcandy.com/).

Here are my requirements for the website which i need.

1. A basic site which the same colour scheme, borders, logo style (would need logo made to that style) as the site i mentioned above.

2. A built in content management system so i could edit, change and move content around to my specifications.

3. A site able to accept payments through various numbers of gateways and process a unique order form to my email account.

4. A Reviews page in which would contain sections such as user comments, press and web media articles, my own blog entries page to keep viewers up-to-date and also a unique rating star system.

5. I would also like all the little extras, such as time and date displayed on first page, facebook/twitter/mail link buttons, HTML logo link buttons, facebook 'like' button, box to show where the website has been featured, Refer a friend to get money off button, Etc etc.

The business idea which i am proposing the website for is completely unique and unrivaled throughout the UK to my knowledge and will in turn gain a-lot of press and media coverage just for the pure creativity of the idea. That is why i require a person who understands my requirements and also the image from the website which i am trying to pursue.

As i am trying to cut down on overheads as much as possible i do obviously want to find the cheapest solution to building this website and developing the idea to the next stage,
