I am currently developing a website for a small, non-profit and independent online newspaper which will target a rather small audience.
I have designed the website myself, however, I require a "comments section" to be developed which will allow visitors to the website to post comments without signing up on every article page that is created.
Unfortunately, I do not have a large sum of money available and therefore I will hire the cheapest person possibly so long as they are a professional.
The website has been built in HTML/CSS and is not built within a CMS system.
