Need a telephone directory website developed

Website will be required to provide the following functions.

Host a database of numbers
Multiple fields to be shown on searches
Searchable numbers and company names
Visitors able to add entries
Basic verification of all added numbers (ie too few digits) & duplicate handling
Owner access to database with ability edit and bulk upload / download
User able to give thumbs up to numbers and for this to be visible
User able to report dead numbers which create report for owner to check against
Terms and conditions check box before any numbers are verified

Ability for owner to add/change content and add adverts

Owner will host site and owns all IP

Drupal developed site already in place (although incomplete) so drupal experts welcome if this will save on cost.
