Web site finishing

my web site was started by FELIX CLARKE of shropshire he was paid up front but never finished my web site kayaknorthwales.co.uk and subsiquently also made changes to my other web site couseing much lost buisness and stress but he still will not answer my phone calls or e mails. what a waste of time this man is. i would like a quote from someone who is a genuine web designer or who can finish my web site. but defenatly not from FELIX CLARKE of shropshire.
