Web Programming

I need a web designer/Programming to help create a new site. I can design the layout and can create the graphic just need someone to create the database and programming. The site will allow user to sign up and receive there own webpage within the site a bit like a social networking site they can then edit the theme and colour scheme and drag and drop widgets and images from a widget search on the side of the page like igoogle. The site must be easy to use and but still be exciting to the view. Although the design is down to me i would like someone who can offer advice.
