Web design xx

I need web site in order to administrate a campaign in favour of a certain person
(Human rights). I am a complete amateur in this field and must ask the designer to come forward with a list of what he/she consider necessary if he/she should do the same.
I need 2 pages for text, half a page for 2 photos, a \"hitcounter\" to register how many supporters I get. I also need to commuinicate with this people - could this be done on a separte e-mail adress or should it be integrated in the web site?
