Web coding and mobile responsive

Description of requirements/features: My website has been designed already in full and most of the home page coded but the person who was coding it has let me down so it is unfinished. I also then need the site coded to be mobile responsive for tablets, phones etc.

The site is for webcomics. The homepage displays the current comic with options to go next or last. the menu is simple: archive, past comics, contact, donate.

I have included a screenshot of how the coded homepage looks, there is a background image that is not there as the previous coder has disappeared and let me down. However, most of it has been coded. the other pages use the same template, same menus, same logo, same background but simply have a different image.

I need the site so that i can update and upload the comics myself.
