Very basic social website with user profiles including payment system through paypal

I require a social networking site to be built, it must be extremely simple to use for international users but in english.

The site will allow for a user to create a profile and upload pictures/description of themselves.

These profile pictures will be available to see on a 'home page' publically where once clicked or hovered over, reveals half the description of themself.

To reveal all information including contact details, the person wanting to view must make a payment of 10gbp through the system (i think paypal merchant so card details can be directly entered and paypal is not essential). (Paypal account already up and running).

Once this 10gbp payment has been confirmed, the person who has paid will be able to view this persons contact details.

This site must be very basic and on a budget. SEO will also be required, with possible ongoing maintenance and SEO work.
