UX Design Review

We need to refresh our UI to make it a little more modern. We are constrained by the fact that many of users do so over a 3G web connection so we need to keep the design "lite" in what is sent over the internet. A uniform design using for the process would be good.

Looking for high level ideas for both the management/adminstration pages as well as the pages that general users access.

I have a very tight budget to do this and am looking for ideas, color schemes, etc. I can aford approx 10 hours of time to put together and document your ideas.
