Social Networking site 90% complete needs help

I have a Social Networking site that is 90% complete and needs to be finished by a reliable developer/coder. It is a PHP platform with many bugs. We have a complete design document and we need the actual site to represent what is in that document. The previous developers have done a poor job and have taken an extraordinary amount of time. The site and design document is in English so we need either an English speaker or professional with a good command of the English language. I will be happy to expand on the job with any interested parties. The work would include impementing Google Maps in the site, testing the site and correcting any errors or bugs and making sure the site includes everything found in the design document.
