Small website - programming needed quickly!

I have a client who needs a small amount of programming to be done. The website has been fully designed, however there are a few functions that need to be written in to the website. These are:

1. Login function which allows different users to go to different parts of the site.

2. A logout funtion as the converse of the above.

3. An online regsiter of persons ( a small amount) which can be accessed via a certain page.

And I think that is about it. The actual site will not go live as it is a 'show website', however all the functionality will need to be there and there will be a small amount of pre-written info to go in there.

My client has informed me they will be using Apache, Oracle and My SQL and a local host.
