Simple Wordpress Plugin - Shipping Related

I need a simple plugin that does the following

Front Customer side

1. Displays a message on the checkout page using the built in woocomerce.info notice that shows the estimated dispatch time.

Admin Side
1. Has a section to configure the dispatch settings.
2. Set days that we ship on.

Dispatch is worked out by getting the amount of orders that are processing and another order status and then diving it by the max number of orders dispatched.

So for example there is 150 orders processing and 50 orders in packing status and the max amount of orders dispatched per day is 100 when a person gets to the checkout page it will show that there order will ship in 3 days as the other 2 days are taken by the orders currently processing and packing status.
