Send list of Songs to Spotify from Website Database

Description
The code would send a playlist generated from an existing website (php song database) to Spotify. For the user to do this, there would be a nominal fee of around £0.49 (TBC), paid via PayPal or other payment platform.
Currently, I have a web-page (https://mybirthdaysonglist.com/) with a web form which connects to a database (MySQL) which lists every song which was a number 1 song at any date in history (from 1953 when the UK chart-list was formed).
Upon entering a date on the web-form and pressing submit, the website displays the list of songs which the database returns. These songs are displayed as links to the corresponding song on YouTube.
I'd like to develop this further and send this list to Spotify so that the list can be played within the Spotify app and / or Spotify web-player.
I am happy to do any 'donkey-work' required, such as update the database with the Spotify reference value for each song, or any other manual inputting work which might be required. Also, I'd like to be told briefly how the code works in the likely event that I wish to add to or expand the list at a later date.
I have attached a document which explains the project in a bit more detail and has an diagram outlining how I see the application / API integration working.

UPDATE AND CLARIFICATION
I posted this project several months ago (#2589807 Send list of songs to Spotify from Website) however, due to some points raised by developers relating to the potential commercial restrictions placed on this project by Spotify, I let the project expire whilst I contacted Spotify to ask permission / information relating to the creation of this application.
The process of contacting Spotify involves initially filling out a form detailing the proposed application in the Spotify Developers Dashboard Area. The idea is that Spotify will review the application and if they feel it violates any of Spotify's commercial terms, they'll contact you. Spotify also state that if they feel your application does not fall into the 'commercial pool' they will not contact you. I have submitted this request several months ago and not heard back from Spotify so I assume it does not violate any of their commercial terms / fall into their commercial pool. Please see screenshots in document attached which evidence the set up of the Spotify applications (I set it up three times - but never a response from Spotify) . As such I intend to go ahead with the project and if Spotify contact me at a later date with any issue, I can remove the commercial element from the project.
Please also note this is not part of any academic project but a continuation of a personal project / idea.
Also, before awarding this project I would like to be able to talk to any potential developer and discuss previous experience they may have working on similar projects. Thanks!

Will you, agree to contact Spotify, or agree to me contacting Spotify, to state that it is helpful for somebody to know when Spotify determines that they do not fall into the commercial request pool, and to request whether Spotify has determined that you do not fall into the commercial request pool?

When you receive a definite response from Spotify, if you are still considering proposals for this project, please let me know, on this clarification board, the outcome.
I am happy to contact Spotify about this, along side your contact, if I receive from you a way of identifying your commercial integration application.
