Seek strong HTML email DEV with DEMONSTRATED Mailchimp exp.

Seeking a resource with strong development experience in responsive EMAILS, not websites. Focus is on the technical aspect here, with particular focus on current Mailchimp capabilities in the "code your own" tool set, including tagging portions of 'code your own' templates editable through the web UI editor.

You would need to be able to technically create responsive HTML emails up to (and maybe slightly beyond) the attached example WITHOUT just having everything as pre-built static images.

I also need some changes done to already existing templates including making 1 fully response and adding the edit through the standard web UI capability to others.

When responding MAKE SURE TO INCLUDE what your proposed fee would be for each of:

1) adding tags for existing code-your-own templates to make sections editable
2) making existing (not responsive) template fully responsive
3) developing medium complexity new template from Word/PowerPoint/PDF source
4) developing complex new template from Word/PowerPoint/PDF source
