Secret Garden Party Style Website

We are looking for an expert in animation that does not use Flash and is instead built in such a way to work on the vast majority of mobile platforms.

The website is a 6 page website of basic composition however much like the Secret Garden Party the background of the website is a hustling, bustling cityscape which will have animated cars(taxis) and buses moving about the streets. The background cityscape will pass through dawn, noon and dusk but not night. Weather will also change from sun, to varying levels of clouds, and heavy rain/storm.

The design can be completed by our own team and some assistance can be given with regards to typical development of the website however we need to hire an expert in animation to direct on how this can be built and to built it with our team.
