Recover my site from Google Penguin

My website is a number plate classifieds website (www . plate - trader . com) that used to have first page rankings for terms like sell my number plate, sell number plate, value my number plate etc. and is nowhere to be found now due to the google penguin update. I was hoping that it would recover itself in time but evidently not so I am looking for someone who can get my rankings back at a reasonable price.

I used to do SEO myself so I am quite aware of the various SEO methods but I am now full time employed and simply do not have the time nor the experience with Google Penguin to do this myself.

Having done some research on Penguin, my thiughts are that I will need to rethink my on page optimisation as well as cleaning up my existing backlinks and building new ones with diversified anchor texts.

Evidence of previous success with Google Penguin is an absolute must. Acceptable evidence would ideally be screenshots from Google Analytics showing the drop in traffic last year and how this has improved since but I may consider ranking reports. IF YOU CANNOT PROVIDE SOME EVIDENCE OF RECOVERING A SITE FROM PENGUIN THEN PLEASE DO NOT WASTE YOUR TIME APPLYING.

My budget is not set in stone.
