Quiz web page optimised as an iPad web app for offline use

A quiz webpage optimised for offline viewing on an iPad.
Questions are generated by an admin. Admin needs to be able to add, edit and delete questions from the question bank at any time. It needs to be possible to download and upload the question bank as a csv or similar.
Questions are allocated to categories and sub-categories. The user selects how many questions they wish to be tested on and what categories the questions should be from. Questions matching the user's selection are then chosen at random from the question bank.
Answers are given by the user in a free text box. Upon completing the quiz, the correct answers are displayed and the user marks the quiz them self, selecting a tick box if they feel their answer is correct.
User accesses the website with a unique username and password supplied by admin.
It is not necessary for the results to be reported to anyone but the user as this is for self study.
Graph on landing page after log in shows the user's historic quiz results, as a percentage.
Aesthetics are not important and can be very basic.
Web page needs to operate as a web app optimised for iPad. It needs to operate offline. Either the whole question bank can be stored offline, or just a part of the bank could be stored and then refreshed upon the iPad reconnecting to the internet. This could possibly be achieved through HTML5 client-side storage?
