Rules:
1. If “House Value” is $0~199,999, then the INCENTIVE is $3,000. This rule overrides all other rules.
2. If “House Value” is $200,000 and up, then the INCENTIVE is 1% of the House Value.
3. If Mortgage Bank (#2) is either “Chase” or “Citi”, then the INCENTIVE is $35,000, only if the “House Value” is above $200,000.
