News website development

I am looking for someone to build a website. The site is a financial news service and is really quite basic.

The site will need to include the following:

1. Home page: list of news stories, google finance app links and a twitter feed
2. Blog page with comments
3. A number of topic specific pages (one for each news topic that contains all news and articles relating to that topic)
4. A forum
5. General site pages (contact us, about us, risk warning etc...)

The site needs to be able to be updated by a technology ignoramus (me). I have the web name and logos already and have a hosting provider. I would like someone who is able to intelligently make suggestions when I give them the full brief regarding social media linking, SEO etc...

I would strongly prefer to work with someone in the UK.

I would like ongoing support as well.

The price is only a guide, for the right person/work I am filling to pay more. Time frames can also be expanded.
