Need some top level SEO work done

I already have meta tags , keywords etc, but need more complicated SEO work need to get up there on the google search asap. Maybe alpha tags , not sure. Need to get some top sites to link to me, I am a vacation rental in Niagara on the Lake, Canada.My site is not coming up competatively with the others in the town.
Not sure how to get important sites to link to me to up my standing on Google.
