Need css layout and design of a website which is under development.

I'm a freelance serverside asp.net developer working on a project which is under development. I need a person with UI experience (css, html). I have some experience in css/html but I'm not an expert in designing good layout/sites.
The site under development is on the following url:
Basically there are two pages:
Homepage - http://dev.themovechannel.com/directory
Listing page - http://dev.themovechannel.com/directory/rent/

The content displayed on the pages will be coming from database queried by asp.net pages.
I'll be writing/written all the serverside code for retrieving the content.
I have already done some basic layout of the website (please visit the above url's to view it)
The layout is not very good, I need someone to redesign it.
Need to put ads (I'll provide details later) on both the pages above. Google ads and one another provider.
The header and footer will remain same (This will be part of a larger website hosting other details)
The colors used should match other pages of the website.
Feel free to add images to make the site look good.
You will work purely on html/css, what you can do is take a copy of the site (download the contents using browser), then modify a single css file to put all styling information. The content which you'll provide me is the middle section of the page (excluding the header and footer) which I'll then incorporate into the main website server side code.

Please provide an estimate of time and price, and also if any changes are required then how you'd do it.
