Need button (html css animation javascript)

Need a button (html css animation javascript) exactly the same as shown on the gif & video attached to the project requirements. Please don't use javascript library(s), I want this done pure with css animation ( transformation or matrix ) you can use javascript to the motion. This code snippet needs to be portable with very little code.
