Need a directory created on site

We are creating a directory for students so they are able to see what places offer student discount etc, so the categories will be student related such as hairdressers, takeaways to bars and clubs. When a user clicks on university or college a drop down appears linkig to the specific directory. We need it designed Abit like this http://www.studentbeans.com/birmingham/offers/ in the sense that it\'s bright etc. The directory must be specific and if I add another university to the menu another specific directory is made. But we also need it where if a business wishes to advertise they fill a form and select what they want, eg a basic listing no image, or listing with basic image, a featured listing and can pay accordingly by paypal etc, a little like this http://www.linkdirectory.com/submit.php
