Two types of users reporters and adminisrators

Reporters interface will need to be able to

Upload multiple jpegs

Input a postcode

Select a flag based on primary category

Select a flag based on secondary category


Administrators need to be able to

Select a uploaded jpeg and see it tagged to map with output
Select a primary flag and see recent uploaded jpegs
Map by primary and secondary jpegs

The postcode field will be used with a api to map to geographic regions further details on request.
