Membership website

Hi i am looking for someone to build three seperate membership websites they need to operate and work the same as you porn although they are nothing to do with porn its just a example,i need about 30 videos clips on the home page and have the right software so the public can upload there own after paying a membership fee through paypal,and then for anyone to view.I will want the same set up for all three websites.I will want 100% ownership and be able to add my advertising adds, a hits counter,login,i will let you no what other tabs to go on the home page in due course.I would like someone who is office based so i can meet up and discuss in more detail,i would also like the website builder to find the best hosting company at the cheapest price they can,with everything unlimited,disc space,bandwith,everything needed to run these sites.
