Membership Website

This job is to design, build and install a membership based website onto my hosting package using a domain name I have already purchased. The site forms part of a meeting reminder business so the site will:
- Allow online membership registration
- Be SSL protected
- Allow members to purchase credits for reminders (through Paypal)
- Maintain an automatic balance allowing each member to see what credit they have left and deduct credit when a reminder is made
- Allow members to set text message reminders for specific times and dates
- Automatically send text messages to the members mobile at the agreed time and date
- Allow members to decide what the content of the message should be (max 150 characters)

As for design, I would like something clean and fresh, but modern looking. Other than that I have no preferences.

The price I have listed is an ideal price, however I am open to offers even if they are higher than the bid price.
