Locked out of Cloudflare Free Account

My business partner has been locked out of his cloudflare account, would you know how to get back in Today, as cloudflare aren't responding. He didn't log in often, when he tried 2 days ago he logged in with password, but was asked for other 2FA that he hadn't previously set up. And he has no back up codes. So he was able to verify his email address as cloudflare requested, then nothing from Cloudflare. It's a free account so i guess they don't care.
