Linkmarket.net like Script

I need a programmer who can develop a php script like http://www.linkmarket.net Please see the site and how it works and I want something similar to that please. The script works like this:
1- A webmaster enters his details to the directory and gives a reciprocal link to the directory
2- Then he remain free and gets an occassional linking request from other webmasters.
3- Pay an annual or 6 monthly fee to become full member and can request unlimited webmasters to have a link to his site (reciprocal).
4- May place his ad on the top of link pages or on the sides for better link request options on more payment.
