Lead generation, distribution website upgrade

We require the re-development and upgrading of this website by automating its processes and enabling multi country. UK, AUS,USA.

Process:

1- Service Providers register on site and stipulate services offered, price and location.
2- Clients (without registering) can now search for service provider on our site by completing a request form.
3. Client request details are referenced to registered service providers by services offered, price and location. e.t.c
4. E-Mail / SMS notifications are sent to the top 5 matching providers containing limited information.(Leads)
5. Service Provider can now login to site and either accept or decline lead. If declined, lead is sent to the next best match in system: If accepted, Service provider is required to make a one-off payment before the lead information is revealed and sent as SMS / E-Mail.If a lead is not accepted within 3Hrs, it moves on to the nextmatching Service Provider.
6. When lead is accepted, client will recieve e-mail notification of Service Provider.
