Java Development Industrial Control Driver for Tridium AX Niagara Framework

I am looking for a developer who can write an interface driver for the Tridium Niagara platform. This is a java platform, but has it's own programming modules and specifics to the control industry. The driver will be a .jar file that maps data elements from a serial device or a TCP (telnet) device to the control system and also allows control of elements of the control system. I have protocol specification for the device that is being controlled. Experience with HVAC and automation controls using the Tridium platform is a plus. Attached is the developer driver framework document which will give some detail of the environment. I will accept all bids for this work, because I am not sure the going rate.
