Interactive UK Map

I'm looking for someone to develop an interactive map of the UK and Ireland to be run on a WordPress site. The map should have 12 zoomable areas which will pop up information relating to that geographical area. The client will want to update data themselves so they need to have access to a data input section.

Not looking for a Google map style interface more something like the attached
