I would like a new graphic for my website

I have a social media image on my site. I have the photoshop file , jpeg etc that I can provide but i want to now have a new image created - essentially my furrypeeps dog with a photo frame (as attached without the string/rope to hang it) beside him that I can embed an image and link to a featured walk within. I need the instructions as to how to put the image of the walk within the frame and how to hyper link it too.
