I want to customize my page on my website

I need a fullstack webdesigner/developer who have a good information about java, Php and about website development. I want to customize a page named as job page.

I have made a freelancing website like fiverr but there are issues on the listing page(job page). it only shows standard and premium packages there while freelancer also added basic package information there i want that it should also show basic package there.

and want some customizations on the page

1. Images should be in scrolller (carousal) images should be aligned perfectly (620 x 430) if not suitable you can use your dimensions and images below carousal should also be aligned
2. Title should be on top of image with h1/h2 heading
3. Remove two inverted commas from the description.
4. Make offer system should work
5. Remove photos and make user rating box like fiverr
6. Job details of specific plan should show under It like fiverr
7. Seller details should show in a specific box with 1px border with joined date, last online average reply status, total jobs sold, seller level
8. Why choose me should show under description box a divider should come automatically where description end and under it why choose me should show
9. Remove micro jobs id from details section
10. Change hover effect of basic, premium standard packages I will told colours to you when you start work on it
