I need to redesign my website home page to a responsive format

Description of every page/module: I need a new look and design for a page that looks good on desktop, tablet or smartphone. I can provide some additional photos of happy clients with their cars. I will then apply the redesign to the other pages. We have too much going on and I want it to be simple to see the main benefits and simple to navigate to find the information they want. I don't mind if the order form is moved to another page.
Description of requirements/features: Main message is based on what we do. We conduct independent research on what the best vehicle prices are in every market. We sell this data as our Best Price Report to car buyers (and lessees) so they can eliminate the need for car shopping and they can negotiate their best price quickly and painlessly. For the conveience of those that don't want to do any negotiation, we offer a Full Concierge Service where we will negotiate the price of the car, the trade in and additional dealer fees. (this is for new cars which is the primary target. But we also do used cars and that is a different process)
Extra notes: Must be developed in PHP. I will need to see a portfolio of work completed in order to help with our decision.
