I need to complete an on going matrimonial website with admin panel in PHP

i need to complete an on going matrimonial website in php. i need to complete errors, make functional various functions, admin panel, little front end work.
i'm seeking for senior developer.

Total Budget: 250 $
1st milestone: 100 $ (until all front end + customer panel is completed and tested)
Time limit for 1st milestone: till 5th August
2nd milestone: 150 $ (admin panel, email template, website overall performance & until website launch and there is no bugs after launching and testing)
Time limit for 2nd milestone: till 20th August
Developer will not show any kind of contact info on front page or inside the code. Also cod should be descriptive with comment, if in future any new developer join, he can understand the code.
Developer will not use this code anywhere else.
After development completed, developer will provide all the codes.
Developer will resolve and remove bugs free of cost in future related to his developments.
